US law that strengthened HIPAA enforcement and breach-notification rules.
The Health Information Technology for Economic and Clinical Health (HITECH) Act extended HIPAA to business associates directly, raised civil penalties, and created the federal Breach Notification Rule. AI scribe vendors are subject to HITECH enforcement even when only their sub-processors touch PHI.
