De-identification (Safe Harbor)

Removing 18 HIPAA identifiers so a record is no longer PHI.

Under HIPAA's Safe Harbor method, a record is de-identified when 18 specified identifiers (name, dates, geographic subdivisions smaller than state, contact info, MRN, biometrics, and others) are removed and the covered entity has no actual knowledge that the remaining information could re-identify the patient. De-identified data is not PHI and is outside HIPAA's scope. Expert Determination is the alternative de-identification path.
